Practical advice for event organisers and site managers. No fluff.

Complete CDM 2015 compliant welfare facilities — toilets, hot water handwashing, drying room, canteen, and rest area in a single unit.
A portable toilet on its own is not enough. If you are running a construction site in England or Wales, CDM 2015 is quite specific about what your workers need: sanitary conveniences, washing facilities, a supply of drinking water, a place to rest and eat, and somewhere to dry wet clothing. A single plastic cubicle in the corner of the site does not cover it. A welfare unit does.
Chelford Mobile Services supplies fully equipped mobile welfare units for construction sites, infrastructure projects, utility works, and any remote location where permanent facilities do not exist. Our units are self-contained, towable, and delivered ready to use — nothing to source, nothing to assemble.
Each welfare unit is fitted out as a complete rest and welfare facility. Open the door and you will find:
The interior is robust but well-maintained — clean surfaces, working electrics, and everything in its proper place. These units get used hard on working sites, and they are built for it.
The Health and Safety Executive does not treat welfare as a nice-to-have. Failure to provide adequate facilities is a criminal offence under CDM 2015, and it is one of the most common issues raised during site inspections. Beyond compliance, tired and cold workers who cannot get a hot drink or dry their clothes are less productive, less safe, and less likely to come back tomorrow.
Our welfare units are available on short-term or long-term hire, delivered and collected by our own vehicles across Cheshire, Greater Manchester, Lancashire, Merseyside, Staffordshire, Shropshire, Derbyshire, Flintshire, and Wrexham. We service them regularly, and we respond quickly when something needs attention.
Every welfare unit leaves our yard fully equipped. The toilet has a flushing mechanism and a hand wash basin with hot and cold running water. The canteen area has a microwave, a kettle, bench seating, and a drinking water supply. The drying room has heated rails and enough space for coats, overalls, and boots. An emergency eye wash station is fitted as standard.
Lighting, heating, and ventilation are all included and operational on delivery. The gas supply is connected and tested before handover. Sliding windows provide natural ventilation when the weather allows, and secure locks keep the unit safe overnight.
You do not need to source any additional equipment. We deliver a unit that is ready to walk into and use from the first morning on site. Consumables — toilet rolls, hand soap, paper towels — are replenished at each service visit.
CDM 2015 Schedule 2 sets out the minimum welfare requirements for construction sites. If your site has workers, you need toilet facilities, washing facilities with hot and cold water, drinking water, a place to rest and eat meals, and somewhere to change and store clothing. These are legal obligations, not suggestions.
The regulations apply from the first day of work on site. There is no grace period, no threshold for project size, and no exemption for short-duration jobs. A principal contractor who fails to provide adequate welfare commits a criminal offence. The HSE can and does issue improvement notices and prosecute for persistent non-compliance.
Our welfare units satisfy all of these requirements in a single, self-contained unit. One delivery covers toilet provision, washing, canteen, drying, and rest facilities. For larger sites, we can supply multiple units or pair a with additional standalone portable toilets to handle the numbers.
Welfare units are delivered on a flatbed vehicle and positioned using the vehicle's crane or by rolling into place on their integral wheels. The unit needs a firm, level standing area — compacted hardcore, concrete, or tarmac. Soft ground may require temporary trackway, which we can advise on.
Each unit has a towbar for repositioning on site if needed. Power is supplied by an onboard generator or connected to a site supply — we will confirm the requirement before delivery. Gas bottles are fitted and connected as part of the setup.
We aim for same-day or next-day delivery across our coverage area. Our driver will walk through the unit with you on handover, confirm everything is working, and agree the servicing schedule. Collection is arranged at the end of the hire period with the same efficiency.
Welfare units on working sites take a beating. Daily use by a full crew means the toilet needs emptying, consumables need replenishing, and the interior needs cleaning on a regular cycle. We handle all of this as part of the hire.
Our standard servicing schedule is weekly, but we adjust frequency based on the number of users and site conditions. Each service visit covers waste removal, full interior cleaning, restocking of toilet rolls, hand soap, and paper towels, a check of all mechanical and gas systems, and a top-up of the fresh water supply.
If something breaks between visits, we respond quickly. A blocked toilet or a failed heater is not something your site manager should have to troubleshoot. Call us, and we will fix it or swap the unit.
A welfare unit provides one toilet, which is adequate for a small crew. Once your site has more than six or seven workers, you will likely need additional standalone portable toilets to avoid queues and keep the 's toilet clean throughout the day.
We supply portable toilets alongside welfare units as a combined package — one delivery, one invoice, one servicing schedule. For larger sites, we can also add urinal blocks to reduce pressure on the cubicle toilets, and accessible units to meet the requirements of workers or visitors with disabilities.
The simplest approach is to tell us how many people will be on site and for how long. We will recommend the right combination of welfare unit, portable toilets, and ancillary facilities, quote the lot, and deliver it together. No guesswork, no scrambling for extra units a week into the project.
